Services
Business Improvement Districts, or BIDs, are a common tool used across the United States as one component of Downtown revitalization efforts. This entails property owners in the Downtown area agreeing to establish an additional tax which is billed along with property tax for agreed upon services. The districts are then confirmed by Raleigh City Council, and the city contracts with the Alliance for delivery of those services.
The general boundaries of Downtown Raleigh are Peace on the north, Bloodworth on the east, MLK on the south and Boylan on the west, as noted on the attached map.
Organizational Structure
The Downtown Raleigh Alliance (DRA) is a non-profit corporation, organized pursuant to Section 501(c)(6) of the IRS Code. In addition to the BID revenue, the organization relies on membership dues, grants and donations to fulfill its mission. Membership is open to any person, association, corporation, or partnership.
The Downtown Raleigh Alliance has also established Raleigh Civic Ventures, a 501(c)(3) tax exempt organization to receive contributions from businesses and individuals who want to contribute to the revitalization of Downtown Raleigh, make it a point of pride in the city and leave a legacy for future generations.
