This is a public-private development partnership between Wake County and Empire Properties.

Wake County completed the 989-space parking deck during 1st Quarter 2009.

During 2009, Empire Properties will begin construction of 110,000 sq. ft. Class A office space, and 11,000 sq. ft. of retail space, which will "wrap" two sides of the parking deck.

Completion of the office/retail phase is anticipated during 2010.
